With the Feed Fee Tariff 2020 (valid since 14.12.2019), the Federal Office for Food Safety (BAES) has for the first time set fees to cover costs incurred by the Agency for Health and Food Safety (AGES) in implementing the Feed Hygiene Ordinance.

These are the expenses/costs incurred in connection with the approval and registration of establishments or the maintenance of the public register of feed business operators in connection with the performance of operational monitoring in accordance with Annex II of the Feed Hygiene Regulation (EC) 183/2005.

Backgrounds and calculation bases for the new tariff headings (codes 3001 to 3012) were discussed with economic operators in a consultation procedure. Risk number and risk level

The prescribed fee is designed as an annual fee per business location and is based on the data collected on business activity and the resulting risk figures within the framework of on-site feed monitoring. Each holding is officially notified of the risk number and risk level (see model).

The sum of the risk figures is assigned to a collective risk level I, II or III. The individual operations of a company may have different levels of risk depending on their business activities.

If data are not yet available for an operation, risk level II is assumed until further notice. The determined fee rate applies in any case for the year 2011, but the company concerned has the option of self-classifying its company(s) using the attached form.  Should this result in a change in the risk level, this will be taken into account for the 2012 fee regulation. Self-classification information shall be verified during feed monitoring.

Risk levels determined on the basis of data collection are effective for at least 3 years if no serious changes in business activities are reported to BAES (e.g. cessation of compound feed production, but maintenance of feed trade).

The annual fee is due on 1 January each year and will in future be prescribed in the first quarter of the year. BAES must receive any notifications of changes or discontinuation of business activities by the end of the year at the latest in order to take them into account for the following year.
